I welcome the intervention, but I am sure that the cabinet secretary realises that people are trying to build safeguards into the legislation. Taking those safeguards away while providing no reassurance that they will return as part of a section 104 agreement is incredibly worrying for those who want to ensure that the legislation—if the Parliament passes it—is the best that it can be.
